Poland has approached the European Commission with a proposal to supply Ukraine with energy produced from Polish coal, provided that the country does not pay for emissions. This was stated by the Speaker of the European Commission, Tim McPhee, in an interview with PAP.

However, electricity produced by power plants in the EU and supplied to Ukraine is subject to the usual rules of the trading system: power plants must surrender allowances and therefore pay for these emissions.
McPhee added that The European Commission remains in favor of supporting Ukraine's energy system over the next winter, but would not like to speculate on the Polish idea because it does not know the details.
