Maryland 3,000 Adoption Challenge will waive adoption fees at participating shelters from August 1 through August 31. The statewide campaign aims to place at least 3,000 homeless animals with new families, reports the Baltimore Chronicle.
The initiative is organized by the Baltimore Animal Welfare Alliance. More than a dozen shelters are joining the campaign, according to WMAR-2 News. The full program and shelter directory are available on the official Maryland 3000 website.
Where Maryland residents can adopt pets without fees
Participating organizations include the Maryland SPCA, Anne Arundel County Animal Services and Howard County Animal Control and Adoption Center.
Prince George’s County Animal Services is also taking part. Its adoption fees will remain waived throughout August.
Prospective owners can use the official directory to find nearby shelters. Available animals and opening hours may differ between locations.

A waived fee does not guarantee immediate approval. Each shelter may conduct interviews, identity checks or household assessments.
What adopters should know before visiting a shelter
All regular adoption rules remain in force during the Maryland 3,000 Adoption Challenge. Applicants should review each shelter’s requirements before arriving.
Adopters may need to:
- present valid identification;
- provide landlord approval when required;
- bring household members to meet the animal;
- complete an adoption application;
- confirm that existing pets are properly vaccinated.
The campaign removes the initial adoption charge, but pet ownership still carries long-term costs. Food, veterinary treatment, insurance and training should be considered before applying.
The purpose is not simply to increase adoption numbers. Shelters also need stable placements that reduce the risk of animals being returned.
Maryland 3,000 returned after surpassing its previous goal
BAWA launched the initiative more than a decade ago. It later became one of Maryland’s largest coordinated shelter adoption campaigns.
The challenge returned in 2025 after a temporary break. Participating shelters placed 3,152 animals that year, exceeding the 3,000-adoption target.
Organizers now hope another fee-free August will create space in crowded shelters. Residents can check current animals and adoption conditions directly with each participating organization.
