Warren Road Bridge could be closed as a funding dispute between Baltimore City and Baltimore County escalates. The century-old crossing needs replacement, but officials remain divided over who should pay, as noted by the Baltimore Chronicle. The dispute was first reported Friday by FOX45 News.

Why Warren Road Bridge could be closed

The bridge is located in Baltimore County but belongs to Baltimore City. It crosses the Loch Raven Reservoir, which forms part of the city’s water system.

Officials agree that the aging structure needs replacement. Federal inspection data has classified it in poor condition for years. The bridge has also required several emergency closures and repairs.

Baltimore County wants the city to seek federal transportation funding. That money could cover up to 80% of an estimated $30 million replacement.

The county has proposed splitting the remaining cost equally. Under that arrangement, each jurisdiction would cover about 10%.

The current positions are:

  • federal funding could cover up to 80% of construction costs;
  • Baltimore County proposes sharing the local contribution;
  • only Baltimore City can currently apply because it owns the bridge;
  • the city has offered to transfer ownership to Baltimore County.

The ownership issue has therefore become central to the dispute. Without an agreement, neither side has presented a firm construction timetable.

Baltimore City proposes ownership transfer

Baltimore City says its available federal transportation funding should support projects inside city limits.

City officials also argue that the existing bridge design would require changes to meet federal standards. That could mean additional design work before construction begins.

Instead, Baltimore offered to transfer the bridge to Baltimore County. The county could then pursue federal funding independently.

If no agreement is reached, however, the city says it may close and decommission Warren Road Bridge. FOX45 reported that no closure date has been announced.

Baltimore planning records show the replacement has been discussed for years. A recent capital program estimated total project costs above $35 million, including design and construction.

Residents oppose Warren Road Bridge closure

Residents told FOX45 that closing the crossing would create serious problems for drivers in the area. Some questioned why Baltimore City and Baltimore County had not resolved the issue earlier.

Concerns are particularly sharp because the bridge’s condition is not a new problem. Earlier reporting found that some local residents already avoided using the structure.

Baltimore County said discussions with the city are continuing. For now, Warren Road Bridge remains caught between infrastructure needs, ownership rules and competing funding priorities.
