U.S., Ukrainian, and European representatives gathered in Geneva on Sunday to discuss the American-proposed peace plan for Ukraine, which some critics argue would require substantial Ukrainian concessions, повідомляє Baltimore Chronicle links to ABC News. The U.S. delegation includes Army Secretary Daniel P. Driscoll, Secretary of State Marco Rubio, and envoy Steve Witkoff, alongside Ambassador to Ukraine Julie Davis, Jared Kushner, State Department Counselor Michael Needham, Deputy National Security Adviser Andy Baker, and EUCOM and NATO Supreme Allied Commander General Alexus Grynkewich.

U.S. officials described Saturday’s preliminary discussions as “positive and constructive,” and formal talks were scheduled for Sunday afternoon. President Donald Trump indicated there is room for further negotiation, responding “No” when asked if the offer was final. On Sunday, Trump criticized Ukraine and European allies, stating that Ukrainian leadership “has expressed zero gratitude for our efforts” and emphasizing that “Europe continues to buy oil from Russia.”

Andriy Yermak, head of Ukrainian President Volodymyr Zelenskyy’s office and leader of the Kyiv delegation, said the Ukrainian team was “in a very constructive mood” at the start of meetings with European officials. Rustem Umerov, head of Ukraine’s National Security and Defense Council, confirmed that the proposals “include many Ukrainian priorities,” despite not being finalized. Zelenskyy, after speaking with French President Emmanuel Macron, stressed the importance of practical results in Geneva to strengthen peace and security across Ukraine and Europe.

Zelenskyy acknowledged U.S. support in statements addressing Trump, highlighting constructive cooperation and appreciation for the United States’ role in security efforts. Meanwhile, U.S. officials indicated plans for separate discussions with a Russian delegation, though details remain undisclosed. A Ukrainian source told ABC News that U.S. assistance, including air defense missiles and intelligence sharing, could be suspended if Kyiv rejects the proposed plan.

The U.S.-drafted 28-point peace plan, developed with Russian input and coordination with Rustem Umerov, contains conditions previously deemed unacceptable to Kyiv. These include major reductions in Ukrainian armed forces, territorial concessions, restrictions on long-range weapons, and recognition of Russia’s control over Crimea. Russian President Vladimir Putin noted that the Kremlin received the proposal but it had not been discussed in detail, and indicated Ukraine and European partners are still aiming for a strategic military advantage.

Zelenskyy described Ukraine’s situation as critical, promising to engage calmly and constructively with the U.S. administration. Republican Senator Marco Rubio defended the plan’s origins, asserting that it was authored by the U.S. with input from both Russia and Ukraine. Polish Prime Minister Donald Tusk expressed reservations about the plan despite readiness to collaborate.

In an open letter to President Trump, 48 European and Ukrainian officials condemned any appeasement of Russia as morally unacceptable, emphasizing that strong American leadership is essential. Oleksandr Merezhko, chair of Ukraine’s parliamentary foreign affairs committee, noted that only the clause reaffirming Ukraine’s sovereignty offered real hope among the plan’s 28 points.
