Marvin James leaves Mayor’s office after serving as chief of staff, senior adviser and campaign manager to Baltimore Mayor Brandon Scott. James will join Martin-Lauer Associates LLC as an equity partner, expanding his work in political strategy and fundraising, according to the Baltimore Chronicle.
The move follows a FOX45 investigation into James’ attendance at City Hall and his use of a city-issued vehicle. Reporters said they observed him entering City Hall twice during a three-week period. They also documented trips to restaurants, a salon and a Washington campaign office during working hours.
Questions remain over taxpayer resources
James earned about $198,000 annually as a special adviser. His earlier salary as chief of staff exceeded $231,000.
Baltimore policy prohibits city vehicles from being used for personal business. Mayor Scott said the administration would examine credible allegations and take appropriate action. However, his office did not answer later questions about whether a formal investigation began.
The central unanswered issues are:
- whether the Mayor’s office opened an internal review;
- whether James discussed the reported vehicle use with Scott;
- whether any disciplinary or financial action was considered.
Baltimore City Council members also declined to respond to FOX45’s requests for comment. Their silence leaves the controversy unresolved as James enters the private consulting sector.
