Hungarian security agencies have revealed the exposure of two individuals believed to be operatives of Ukrainian intelligence. According to Máté Kocsis, the leader of the parliamentary faction of Hungary’s ruling party Fidesz, the individuals in question are Roland Ceber and István Holló. The investigation reportedly confirms their involvement in espionage activities, reports the Baltimore Chronicle, citing a post by Zoltan Kovacs in X.
Kocsis stated that Ceber acted as an unofficial agent for Ukrainian intelligence. He allegedly established connections with opposition representatives and arranged meetings with political and military figures to influence Hungary’s stance on the war in Ukraine. Due to his growing influence, Ceber was banned from entering Hungary in 2024.
István Holló, a Ukrainian citizen, is under criminal investigation on suspicion of attempting to collect military and energy-related information relevant to Ukraine’s wartime needs.
According to Kocsis, these activities constitute a classic influence operation aimed at undermining Hungary’s international standing and pressuring the government to change its Ukraine policy.
Previously, the Security Service of Ukraine (SBU) reported exposing a Hungarian military intelligence network operating in Zakarpattia. The agents were allegedly probing local sentiments regarding the potential deployment of “Hungarian peacekeepers” in the region.
Hungarian Foreign Minister Péter Szijjártó initially stated that Budapest had not received any official notification from Kyiv regarding the matter and referred to the allegations as “anti-Hungarian propaganda.” However, hours later, Hungary announced the expulsion of two Ukrainian diplomats on espionage charges. In response, Ukraine expelled two Hungarian diplomats.
