The United States-proposed peace plan to end the conflict between Ukraine and Russia has been condensed from its original 28 points to 19 points following talks in Geneva, Switzerland over the weekend, according to a Ukrainian official familiar with the discussions, повідомляє Baltimore Chronicle. It remains unclear which specific points were removed or modified in the revised proposal.
U.S., European, and Ukrainian representatives convened in Geneva to address the contentious plan, which critics argue could be perceived as favoring Russia. President Donald Trump signaled possible progress during the negotiations, writing on social media that while it is “uncertain,” “something good just may be happening.”
The discussions occurred amid ongoing fighting in Ukraine’s northeastern regions. On Sunday night, a massive Russian drone attack on Kharkiv resulted in at least four fatalities and 17 injuries. Mayor Ihor Terekhov described the assault as “massive,” noting ongoing challenges for the city. Ukrainian air force reports indicate that 162 drones were launched into Ukraine, with 125 intercepted and 37 striking 15 different locations, primarily damaging civilian infrastructure and private homes across Kharkiv, Chernihiv, and Dnipropetrovsk regions.
Meanwhile, Russia’s Defense Ministry reported shooting down at least 103 Ukrainian drones, including four over the Moscow region, two of which were reportedly heading toward the capital.
U.S. Secretary of State Marco Rubio described the Geneva meetings as “probably the most productive and meaningful meeting we’ve had so far in this entire process since we became involved.” Rubio emphasized that any framework would require approval from the presidents of both countries and said efforts were underway to narrow differences and reach a mutually acceptable outcome. He added that the peace plan is “a living, breathing document” subject to daily revisions.
President Trump indicated there was room for further negotiation, asserting that the 28-point plan was not his final offer. However, he criticized Ukraine and European partners, claiming Kyiv’s leadership had shown “zero gratitude” for U.S. efforts, while Europe continues to purchase Russian oil. Rubio later said Trump appeared “quite pleased” with the progress made.
Ukrainian President Volodymyr Zelenskyy stated that his delegation had substantive discussions with American and European officials. He confirmed that sensitive points, including the full release of Ukrainian prisoners of war and abducted children, remain central to negotiations. Speaking in Stockholm, Zelenskyy emphasized the importance of working for compromises that strengthen Ukraine without overlooking Russian aggression.
Kremlin spokesperson Dmitry Peskov noted that Russia had not received any official update regarding the Geneva talks and is monitoring media reports closely. Russian President Vladimir Putin previously commented that the 28-point U.S. proposal had not been fully discussed with Moscow, adding that Ukraine and its European allies still appear to hope for a strategic defeat of Russia on the battlefield.
