The new head of the MI6 spy agency, Blaise Metreweli, has warned that Russian President Vladimir Putin’s determination to export chaos worldwide is reshaping the rules of conflict and generating new security challenges, Baltimore Chronicle. Metreweli delivered her first public speech as chief of the United Kingdom’s foreign intelligence service, emphasizing that Britain faces increasingly interconnected and unpredictable threats, with particular focus on “aggressive, expansionist” Russia.
Metreweli stated that “the export of chaos is a feature, not a bug, in the Russian approach to international engagement, and we should be ready for this to continue until Putin is forced to change his calculus.” She became the first woman to hold the post of MI6 chief since the agency’s founding in 1909, taking over from Richard Moore at the end of September. Previously, she served as MI6’s director of technology and innovation, a role often compared to the fictional James Bond character Q.
In her address, Metreweli highlighted the importance of both technological expertise and human intelligence in countering hybrid threats, stressing that MI6 officers “must be as comfortable with lines of code as we are with human sources, as fluent in Python as we are in multiple languages.” Her remarks come amid growing concern among Western defense and security authorities over hybrid threats posed by Russia, Iran, and China, whose use of cyber tools, espionage, and influence operations poses risks to global stability.
Recently, the UK imposed sanctions on several Russian media outlets for alleged information warfare and on two Chinese technology companies for “vast and indiscriminate cyber-activities.”
Metreweli’s warning coincides with a series of diplomatic meetings aimed at resolving the nearly four-year war triggered by Russia’s invasion of Ukraine. Ukrainian President Volodymyr Zelenskyy met with U.S. envoys in Berlin and is scheduled to meet with leaders from Germany, France, and the United Kingdom. Kyiv’s allies are attempting to strengthen support for Ukraine amid U.S. pressure for a rapid acceptance of a U.S.-brokered peace agreement.
In a separate address, Air Chief Marshal Richard Knighton, head of the British military, warned that Putin aims “to challenge, limit, divide and ultimately destroy NATO.” He stated that “the war in Ukraine demonstrates Putin’s willingness to target neighboring states, including civilian populations, and threatens the entirety of NATO, including the United Kingdom.” Knighton emphasized the need for a stronger British military and more resilient infrastructure to meet evolving threats.
