On May 15, 2025, Ukrainian President Volodymyr Zelensky arrived in Ankara for an official meeting with Turkish President Recep Tayyip Erdoğan. The negotiations took place at the Presidential Palace and included both bilateral and extended formats involving delegations from both countries reports the Baltimore Chronicle, citing Anadolu.

The Ukrainian delegation included Head of the Presidential Office Andriy Yermak, Deputy Minister of Foreign Affairs Andriy Sybiha, and Minister of Defense Rustem Umerov. On the Turkish side, participants included Minister of Defense Yaşar Güler, head of National Intelligence Organization İbrahim Kalın, and Presidential Advisor on Foreign Policy Akif Çağatay Kılıç.

The key discussion points focused on security guarantees for Ukraine, Turkey’s role in a peaceful resolution to the conflict, the return of prisoners of war, and economic cooperation. Zelensky emphasized the importance of Turkey’s involvement—alongside the U.S. and the European Union—in developing solid security guarantees for Ukraine.

Erdoğan confirmed Turkey’s readiness to act as a mediator in peace talks, citing previous experience in hosting such negotiations in Istanbul and Antalya. He noted that Turkey remains an ideal venue for similar dialogue.

The two sides signed a memorandum on media and communication cooperation and an agreement in the field of education. Additional attention was devoted to food security and collaboration in this area.

Zelensky expressed gratitude to Turkey for supporting Ukraine’s territorial integrity and for helping to release Ukrainian prisoners of war. Erdoğan, in turn, stated that Turkish companies are ready to contribute to Ukraine’s post-war reconstruction.
