Maryland civic excellence seal is set to become a new achievement marker for public school students after Governor Wes Moore signed the Maryland Civic Excellence Program into law. The initiative aims to encourage civic participation and community involvement among high school students. As noted by the editors of Baltimore Chronicle, the program offers students a new way to showcase their accomplishments beyond the classroom.

What the new Maryland civic excellence seal means

The new program allows local school systems to award a civic excellence seal to graduates who complete a civic-focused capstone project. These projects must be connected to municipal, county, or state government activities.

Students may participate in public meetings, study local government operations, or present proposals to elected officials. The Maryland State Department of Education will create guidelines and approved pathways for participation.

Supporters say the program encourages active citizenship

Kinsley Potts, a member of the Maryland Civic Education Coalition and Miss Maryland’s Teen, played a key role in promoting the legislation. She said the seal recognizes civic readiness and gives students a valuable credential for transcripts and resumes.

Chris Keane, another coalition member, noted that the effort took 4 years to complete. He emphasized that civic engagement is about community involvement rather than politics.

Before the program launches, students can expect opportunities such as:

  • Presenting ideas to elected leaders
  • Completing civic capstone projects

Potts believes the initiative sends an important message that students can create meaningful change, even before they are old enough to vote. Keane added that early involvement often leads to lifelong civic participation.
