Harford Mall redevelopment will move forward this summer, as construction on the former Macy’s site in Bel Air is expected to begin in early July. The vacant retail space will be transformed into Derby Place, a mixed-use center with shops, restaurants, green areas and new housing nearby, as noted by Baltimore Chronicle.
What will replace the former Macy’s site
The project is led by Atlanta-based SJC Ventures, which is purchasing the property from CBL Properties. Derby Place is planned as a pedestrian-friendly center rather than a traditional mall extension. Its anchor will be a 35,000-square-foot organic food market, although the grocer’s name has not yet been announced.
The commercial part will also include 48,000 square feet for boutiques, restaurants and shops. The plan suggests a more open format, with smaller public spaces between businesses.
Key details of Derby Place
Before construction begins, the project already has several confirmed figures that show its scale.
| Detail | Information |
|---|---|
| Location | Former Macy’s site at Harford Mall |
| Construction start | Early July 2026 |
| Main anchor | 35,000-square-foot organic grocer |
| Retail space | 48,000 square feet |
| Housing plan | 249 multi-family units |
| First openings | Spring 2028 |
These numbers show why the project matters for Bel Air. It is not just another retail replacement, but a broader redevelopment of a major mall site.
Residential construction will follow
A separate developer is expected to start the housing portion this fall. The plan includes 249 multi-family units, which could bring more daily activity to the area. This is important because mixed-use projects often depend on steady foot traffic.
For Harford County, Derby Place may become a test of how older mall properties can adapt to new shopping habits.

Why the project matters for Bel Air
SJC Ventures principal Jeff Garrison said the company believes the project will help strengthen Bel Air’s role in Harford County.
“We are confident this will help solidify Bel Air as the centerpiece of Harford County and become an asset the community can be proud of.”
Recent openings near the mall, including THB Bagelry & Deli and Wonder Food Hall, already show new activity on the Tollgate Road side. Derby Place could continue that shift.
The main expected changes include:
- new restaurants and retail options;
- more walkable public space;
- an organic grocery anchor;
- new residential units near the mall;
- a stronger mixed-use identity for the property.
After the first phase begins, attention will likely turn to tenant announcements. The first businesses are expected to open in spring 2028.
